Outdoorsy question...

Anyway, it turns out that Baltimore is roughly zone 7a, to judge from the USDA Plant Hardiness Zone Map. I have some rosemary in a container. The plant's about a foot tall, and it's in a container about a foot across, and eighteen inches deep. It's starting to get cold outside at night, and I am torn between letting the evergreen weather the elements outside, or bringing the nice Mediterranean herb inside and letting it take its chances with the cats.
Any thoughts?
Edit: I've brought it in. Last winter got wicked cold (for Baltimore), and the wind just whistled down the street (which runs north-south), making it feel even colder. On my father's advice, the rose is staying outside, though. "Don't water it if it's going to freeze, and talk to it when you go out and come home." I'd have given a lot to have known him when he was in charge of over a hundred rose bushes when he was in seminary. :)
